Who maintains the pump after the project ends?
Every handover plan I have read says the community will. Every broken pump I have seen was handed over to a community.

The gap is usually money, not willingness. A committee with no fund cannot buy a part. What worked for us was a small monthly payment from each household, collected before anything broke.

Same finding. Paying in advance is easier to sustain than raising money in an emergency.
