I have sent eleven. Two answers, both incomplete. Is this normal or am I doing it wrong?

Normal. What improved my rate was being very specific. Ask for one document by name rather than for information about a topic. A vague request is easy to refuse.

That is probably my problem. Mine read like research questions.
