Same programme, same eligibility, different name. We called it a leadership programme and said in the body who it was for. I am not sure what to conclude from that, but it is a real number and somebody else may find it useful.

We saw something similar with a youth programme. The label put off exactly the people it was meant to attract.

Worth saying this can cut the other way in places where the explicit label is what makes it feel safe. Probably depends where you are.
